An “informal resolution agreement” has been reached in the case of Jess Stuart McNeill, 22, an Americus student at the University of Georgia (UGA), who was charged in April with possession of a weapon on the UGA campus, a felony.
Dated May 9, the Office of Judicial Programs was the issuing agency for the agreement. The document is signed by McNeill. The document was provided via e-mail to the Americus Times-Recorder by Mitch Clayton, Open Records manager for UGA Public Affairs.
The agreement states that McNeill, 22, of Upper River Road, admits he violated “University Conduct Regulation(s).”
The agreement is also signed and dated by Kimberly Ellis, associate Dean of Students.
Iin an earlier interview with the Times-Recorder, Ellis explained that McNeill would have either this option, or a formal resolution, which would entail a hearing before a panel.
The agreement continues, “Mr. McNeill had a turkey shotgun in his truck while it was parked on campus.
“He had parked on campus to attend an event after spending the weekend hunting and forgot that it was in his vehicle.”
As part of the agreement, McNeill agreed to two “sanctions.” The first was a formal reprimand, and he is sanctioned to follow all University Conduct Regulations in the future.
“Mr. McNeill is expected to graduate on May 10, ... and this resolution will not affect his graduation.
“He is planning on returning to UGA for graduate school and will be on probation for one year. Any violation (of certain University conduct regulations) while on probation would result in suspension from UGA for a minimum of one semester,” according to the agreement.
The Times-Recorder made calls to the office of Kenneth Mauldin, the District Attorney for Clarke County and Athens. After checking computer files, a legal assistant with his office confirmed there was no record of the case at the office.
The Times-Recorder also called Capt. Lisa Boone with the UGA Campus Police Department, and she said that no warrants were issued in the case, as of Monday.
As for McNeill’s bond, Capt. Eric Pozen with the Clarke County Sheriff’s Office said McNeill was released on an Own Recognizance (OR) Bond, which means McNeill was released on his own merits, but if he fails to appear in court, he will have to pay $5,000.
